What does this MR do and why?

This MR originated from this discussion (gitlab-org/gitlab#367243 (comment 1030471096)) with @rymai where we decided to skip the Community contribution label check from the community processor 🙂

Expected impact & dry-runs

Commands issued by contributors will not check for the Community contribution label anymore.
