Allow assigning reviewers as community contributor

What does this MR do and why?

This adds a @gitlab-bot command to allow community contributors to freely assign a reviewer. This is very useful in cases where the community contributor knows a suitable reviewer (such as from previous work in the same group or the handbook).

I’ve experienced it multiple times where I was asked to assign a GitLab team member as a reviewer, which I can’t do as community contributor. But I'd like to do it because it speeds up the time to the first (but also subsequent ones) review. Sometimes mentions get lost but assignment as reviewer is less ephemeral.
