Global Search issue weights don't run on bug label

Terri Chu requested to merge tch-global-search-add-forbidden-label-to-issue-weight into master

What does this MR do and why?

Global Search team handbook says bugs should not be assigned a weight. This MR adds typebug to forbidden_label to the issue weight bot to support that.
