What does this MR do and why?

In gitlab-com/www-gitlab-com!96097 (merged) we renamed the 'Access' group to 'Authentication and Authorization'.

This MR updates the group's name in GitLab Bot message about feature flag: gitlab-org/gitlab!79874 (comment 831452712)

Also, this MR fixes the link to code review section for the group.
