Add release post bug triage monthly issues at the end of the milestone

John Hope requested to merge add_release_post_bug_performance_triage_with_policies into master

Uses the stage-level policy generator introduced in !955 (merged) to generate a new policy for Bug issue triage at the end of the milestone, similar to https://gitlab.com/gitlab-org/plan/-/issues/400. This is limited to the Plan and Create teams currently.
