Allow skipping of automated devops:: label inference via automation:devops-mapping-disable label
A result of our discussions on how to label non product work which spans multiple stages and groups.
We have decided to introduce automation:devops-mapping-disable which will skip devops:xxx label inference allowing the issue to be assigned to a group but does not need to have a devops:xxx label.
