Add triage-ops webhooks to additional top level groups

For the last few hackathons we widened the criteria to include all public projects in gitlab-com and gitlab.community

We may want to start small by adding to one or two additional projects?

We also need to consider the issues we occasionally see with the webhook becoming disabled and the struggle to identify and fix that with the minimal number of group owners?
