Announce local predictive testing capability

With the introduction of the new gdk predictive command, developers will be able to run predicted tests locally. Create an announcement as code.

Note: Please don't merge this announcement before Consolidate both predictive commands into one (gitlab-org/gitlab-development-kit!5019 - merged) is merged!
