Improve quarantine report on slack

Walmyr Lima e Silva Filho requested to merge improve-quarantine-slack-report into master

With this change, we only show the title 🐛 Bugs, Others, or ☠ Flaky in the Slack report if there's any quarantined test to be displayed in any of the sections, otherwise, we omit them.

When this MR is merged, we will avoid showing unnecessary titles, as it shows at the moment (see Others below)
