https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22084 added debug logging, controlled by QA_DEBUG and QA_LOG_PATH environment variables.

This sets those env vars so that the test scenarios are logged to files.

gitlab-org/gitlab-qa!192 (merged) must be merged first.
