This makes it easier to test changes in pipeline-common.

The CI variable PIPELINE_COMMON_REF is now set in https://gitlab.com/groups/gitlab-org/quality/-/settings/ci_cd

It can be overridden in manual pipelines like in this one, which tests the change in pipeline-common!253 (merged)
