Multiple tests failing due to no pipeline was created

There seems to be a trend of tests failing in GDK environment lately due to pipeline not being created or took too long to create. It's hard to tell which once was the case since we can't go back to verify. I have linked the failed specs in related issues. Further investigation is required.
