Update Docker daemon from 19.03.0 to 20.10.5
While I can see this common CI configuration is used to be used in https://gitlab.com/gitlab-org/quality/staging/-/pipelines?ref=master or https://gitlab.com/gitlab-org/quality/preprod/-/pipelines?ref=master, but currently I am not sure if they work efficiently
CLI is not required to upgrade since gitlab-org/gitlab-build-images!353 (merged) did it already:
Docker CLI used on build was already upgraded to 20.10 with gitlab-org/gitlab-build-images!353 (merged)
