Add gitlab-qa user to PAT cleanup jobs

What does this MR do?

Adds the main gitlab-qa user to the PAT cleanup scripts.

The release environment's GITLAB_QA_ACCESS_TOKEN does not belong to the gitlab-qa user, rather the qa-release user so we account for this in the job.
