Update allure-report-publisher and move inputs to environment variables

What does this MR do?

• Latest version of allure-report-publisher allows to pass all arguments via environment variables. This is more flexible because we can always override environment variables manually or pass some without defining an input.
• Add option to set a custom title (title Allure report is not very informative for people that are not familiar with Allure as a tool)
