What does this MR do?

Specify test metric file pattern when running relate-failure-issue script.

This will copy test failure issue links to the test metrics file

This feature was implemented in gitlab-org/ruby/gems/gitlab_quality-test_tooling!102 (merged). This MR make use of the feature.
