Revert "Remove quarantine jobs"

This reverts commit 551777c9.

The quarantine jobs were removed because, at the time, they often didn't include many tests, and they weren't reviewed frequently even when there were tests in them.

Now we have an updated process that includes monitoring tests while in quarantine, in all environments.
