Nightly pipeline definitions

What does this MR do?

Adds nightly pipeline job definitions

• Add all nightly job definitions
• Remove duplication and extract common logic
• Remove quarantine jobs with outdated non working scenarios
• Move omnibus image jobs to sanity stage
• Set all jobs to manual for mr pipelines
• Use gitlab-qa-report for slack notification
• Extract issue reporting to common qa base
