What does this MR do?

This MR adds CI configuration for danger review as suggested in gitlab-org/ruby/gems/gitlab-dangerfiles!84 (comment 754810955)

Dogfooding?

I was planning to use this CI template in this very project but apparently https://gitlab-org.gitlab.io/gitlab-roulette/roulette.json does not contain pipeline-common at all 😞
