Moves the upgrade-path.yml location.

Why

This is part of Move upgrade path information to `gitlab-org/gi... (gitlab-org/gitlab#455239 - closed).

The idea is that having the SSoT in gitlab-org/gitlab makes more sense since the feature that introduce required stops are mostly added there. In most cases, long running batched background migrations.
