Update Project Issue targets

MR updates the targets for api_v4_projects_issues and api_v4_projects_issues_issue respectfully to reflect where they are today after a recent slip. Associated issues have been updated with the details.

In both cases the endpoints are high CPU users on Rails and are always hovering at the edge before slipping into exhaustion and degraded performance.
