Filter tests by Large Project version

Nailia Iskhakova requested to merge 403-skip-tests-based-on-data-version into 386-release-test

Adds new @gpt_data_version tag to the test to specify the minimum required GPT test data version. The MR related to Release test work in https://gitlab.com/gitlab-org/quality/performance/-/issues/386. With this change new Release API test will be automatically excluded if the test data on the target GitLab environment is old.
