Admin user updates

Grant Young requested to merge gy-admin-updates into master

MR contains several updates around Admin user requirements:

  • Updates docs with clarification on why an Admin user is needed
  • Updates tests and test checks to enable GPT to still run without Admin access. Tests that require it should now be skipped.
