Explore improving file download tests to be more realistic
While we initially addressed files tests that have extreme network usage, there could be more to achieve here. Other tests such as web_project_file_source
still have heavy network usage (around 500 MB/s) that can be sensitive to network conditions.
Like the other issue it's really the response time we care about instead of the download time (although concurrent downloads are a strain on the machine we still want to happen where possible).
A more complete solution to this may be to switch all the files tests to select from a list of various files of varying sizes. This would be more "realistic" and reduce concurrent throughput needed. Initial approach could be a large, medium and small file with a weighted list for each.
