Fix Start Environment CI trigger

Update environment variables used to trigger GET pipeline to a new ones to resolve failures like https://gitlab.com/gitlab-org/quality/performance-sitespeed/-/pipelines/407559260

Additionally increases TBT for web_project_merge_request_changes a bit to reduce the noise, it's already an S1 so no need to change performance issue.
