Add links to browser performance issues: web_group, web_project, web_project_merge_request_commits, web_project_merge_request_discussions
The MR adds links to the newly created browser performance issues:

- gitlab-org/gitlab#331174
Tightens up thresholds for web_project_merge_requests and web_group tests.
Additionally it tweaks ci-report-test-info-wiki to use env url from the Environment config file so that env variable do not overwrite the value for the URL.
