Add network options for GCP environments

With https://gitlab.com/gitlab-org/quality/gitlab-environment-toolkit/-/issues/166 we introduced network creation options in AWS, where GET can do the following:

• Create a custom network stack
• Use the default network stack
• Use an existing provided network stack

This turned out well and we should look to do the same on GCP.
