Add maintenance tasks in review-apps RUNBOOK
Context
We have some maintenance tasks to do regularly for the review-apps, but the knowledge to accomplish those is not spread out in the team.
What does this MR do?
Adds common review-apps maintenance tasks in the RUNBOOK.
Those entries will be used in gitlab-org/gitlab!105113 (merged)
