Context

We now are able to re-enable group webhooks that triage-ops uses 🎉
We currently do not have documentation in Slack when we detect the webhooks were disabled

What does this MR do and why?

Update the docs to allow people to re-enable the group webhooks themselves (instead of asking to group owners for help)
Update/add documentation for gitlab-org and gitlab-com webhooks
