Update rotating-credentials.md

The same Slack Webhook URL is also used in https://gitlab.com/gitlab-org/quality, so I am adding this setting to the runbook as well.

We have discussed creating a separate Token for the quality group, but the request for access takes a few days so I will let it reuse the same one for now and improve the instruction later when we receive another approval.
