This MR add a new runbook to help get started with code reviewing in GDK, as suggested by @ddieulivol in this comment: https://gitlab.com/gl-retrospectives/quality-dept/engineering-productivity/-/issues/15#note_1403198929.

I think this is a good start since we will have new reviewers for GDK via gitlab-com/www-gitlab-com!125128 (merged), and we can expand on this later.
