Bring back quarantine for invite_group_to_project_spec

Bringing back quarantine for invite_group_to_project_spec - while the long-term quarantine has been merged gitlab-org/gitlab!140798 (merged), it hasn't reached the production yet and the failure is blocking deployments.

Once gitlab-org/gitlab!140798 (merged) reaches prod, this quarantine will be reverted
