Revert "Merge branch 'jennli-quarantine-admin-user-spec' into 'main'"

This reverts merge request !108 (merged) as the test contains significant coverage for our core user flows. While the permanent fix within this spec requires a refactor, we should add the coverage back in and investigate quick fixes in parallel
