[TASK] Add missing template directories for fluid_styled_content

This creates the missing Templates, Partials and Layouts directories to override the default fluid files, provided by fluid_styled_content.

Additionally is the configuration moved to the Site Set, which follows the best practice as of TYPO3 v13.1.
