[TASK] Pin version

Jochen requested to merge ochorocho/typo3-distribution:task/pin-versions-to-use into main

To ensure the expected node and npm versions are used the engines are now defined. On top .nvmrc was added to allow nvm install && nvm use to pick the correct version required for the fe build.

DDEV ships with nvm, so users should be good to go right away.
