[TASK] Add IconProvider for vite

Jochen requested to merge ochorocho/typo3-distribution:task/optimize-vite-config into main
  • Instead of using vite-plugin-static-copy to copy assets into the public folder and use it with the icon api, the IconProvider is used to resolve the actual paths for vite generated svg images
  • Create additional rte.css to style the CKeditor
  • Include defaultManifest
  • Add basic configuration for CKeditor within TYPO3
