Revert "Merge branch 'udpate-base-image-to-v1.3.0' into 'master'"

FYI @hfyngvason - This reverts merge request !29 (merged), thus bringing back the cluster-applications version to 1.1.0

The cluster-applications release failed again: https://gitlab.com/gitlab-org/cluster-integration/cluster-applications/-/jobs/1766820809

This time for another reason, but I think it still has to do with the latest fix attempt. We need to work a bit more on that.
