Update Cilium Values to allow Drops if needed

The current template should start in non-blocking mode and be able to configure it as needed. Newer versions of cilium use Policy Enforcement Modes for this. Cilium version is also updated to newest 1.10.5.

Note that Alerts are enabled so that user's can use them off the bat in network policies.
