Add supported Kubernetes Versions to Readme

We discovered that it was not possible to use this Cluster Management project out-of-the-box on a Kubernetes cluster v1.20 in this internal customer ticket.

This MR links the Supported cluster versions doc to README to clarify what clusters it can be used with.
