Adding more pipeline job rules to limit long executions for minor changes

Overview

Based on this recent pipeline I noticed most of the obs running are not necessary for a simple doc change. Also based on Firdaus' findings, I've uncommented the container scanning rules just to keep executions down since most of these issues are unfixable until a new image of Debian is released.

Tasks

  • Update docs if needed (workflow, runbooks, README, migration metrics, etc.)

Acceptance Criteria

  • Existing UTs pass locally
