Overview

This MR addresses the breaking docker builds on master. This also includes updating our node version to 12.x, which is the current supported major version of Node.

Tasks

Update docs if needed (workflow, runbooks, README, migration metrics, etc.)

Acceptance Criteria

Existing UTs pass locally

Closes #489 (closed)
