Add Knowledge planning hygiene checklist

The Knowledge planning issue links to a Hygiene Checklist, but such checklist doesn't exist.

This adds the one from Project Management's, which correlates with the Planning guidance in Add Knowledge planning and build processes (gitlab-com/www-gitlab-com!121302 - merged)
