Make the triage script more general so it can be used by others

John Hope requested to merge make_triage_script_general into master
  • Remove procs and use hash-based label filters instead
  • Move final parameters into hash (e.g. title for each section)
  • Remove hash and parse from Yaml instead
  • Link to issues list in each section in case of discrepancies after issue is created
