Add close digest script

Adds a close script for auto closing of the weekly digest.

The script will only ever close the second most recent open weekly digest issue, it will never close the newest issue labeled weekly update.

This is the final step to provide the automation mentioned in https://about.gitlab.com/handbook/engineering/development/dev/plan/#process
