What does this MR do and why?

Adds an AGENTS.md file to help AI agents understand this repository. The file includes:

  • Development workflow (mise tasks)
  • Related repositories skill reference for accessing design docs and dependent systems
  • High-level architecture overview: data flow, binaries, tech stack, and ClickHouse rationale
