What does this MR do and why?

Bump opentelemetry from 0.31 to 0.32. Also bumps labkit-rs to latest main (551256f) which includes the matching otel 0.32 bump.

Replaces !1328 (closed) (renovate bot opened from a fork, couldn't rebase).

Testing

No code changes — dependency-only bump. Clippy clean, 189 unit tests pass.
