chore(metrics): Abstract away metrics-ingestion utils into a reusable package

Initially needed and developed as a part of !2452 (merged), this commit refactors metrics ingestion test-utilities into a (more) reusable package. This allows any tests to be able to generate test metrics-telemetry as the needs might be.
