Draft: Migrate GitLab Operator utilities to ClickHouse operator (!1588) · Merge requests · GitLab.org / opstrace / GitLab Observability Backend

This MR vendors the GitLab Operator library and its utilities and adopts them in ClickHouse operator.

The library is moved to /pkg directory to separate it from the rest of the ClickHouse operator codebase. All test cases are removed for brevity.
