fix(catalogparse): reject a table row missing its trailing pipe
What and why
catalogparse required a table row to begin with a pipe but not to end with one: tableCells trims a trailing pipe only when present, so a row like | a | b (trailing border dropped) parsed as valid and its slug was still collected. A missing leading pipe was already rejected, so the two borders were treated asymmetrically — defeating the guard whose stated purpose is that "a dropped pipe cannot silently drop a catalog row."
Require a trailing pipe on every table line too, mirroring the leading-pipe rule, so neither border can be dropped unnoticed. Every row in the real catalog files already ends with a pipe, so nothing well-formed changes.
