docs(user): state container pull support on virtual repositories

Two user-facing overview pages list only create, delete, and upstream management for virtual repositories. Docker and OCI virtual repositories now serve pulls: the virtual manifest handler (!3005 (merged)) and the virtual blob handler (!2984 (merged)) have merged, and the Step 18 end-to-end test (!3029 (merged)) drives a docker pull through both formats.

  • docs/user/repositories/_index.md: the virtual-repository note now says you can pull container images through a Docker or OCI virtual repository.
  • docs/user/formats/_index.md: the repository-types table now says each type supports all formats. It drops the format count and the per-type detail, so the table does not need an update when a format is added. The repositories page carries the virtual-repository detail.

docs/user/formats/oci.md gets its own pull-support line in !2941 (merged). That MR's review raised these two overview lines.
